AI Infrastructure Will Be Developed in Partnership With the U.S. Government

OpenAI has launched a bold new initiative called “OpenAI for Countries” as part of its broader Stargate project, which aims to establish AI supercomputing infrastructure globally. The effort began with the development of a flagship supercomputing campus in Abilene, Texas, in partnership with Oracle and SoftBank, and was unveiled alongside former President Donald Trump. OpenAI reports that multiple countries have expressed interest in building similar facilities to support economic growth and technological sovereignty, viewing AI as a key engine of future prosperity and national development.

The core idea behind this initiative is to support global partners in developing democratic AI infrastructure that aligns with values such as personal freedom, open markets and government accountability. OpenAI emphasizes the importance of preventing the use of AI for authoritarian control and instead promoting its use for public benefit. OpenAI’s offering includes four major components: partnering with countries to build secure in-country data centers; delivering localized and culturally aware versions of ChatGPT for improved public services; advancing safety and security protocols for increasingly powerful AI models; and establishing national startup funds with local and OpenAI capital to spark homegrown AI ecosystems. These collaborations aim to bring tangible benefits such as job creation, enhanced education and healthcare services, and robust support for small businesses and public-sector innovation.

Through “OpenAI for Countries,” the organization plans to initiate 10 infrastructure partnerships globally as a first phase. Each participating country will not only benefit locally but also contribute to the expansion of the Stargate Project, reinforcing U.S.-led global leadership in democratic AI.
